Click here to view the PDF.

On November 19, 2013, the Corporation of the Municipality of West Nipissing received an Amended Environmental Compliance Approval (ECA) for the West Nipissing Landfill "the Landfill Site", as administered by the Ministry of the Environment (MOE) approved under the Section 20.2 of Part II.I of the Environmental Protection Act R.S.O. 1990, c. E. 19; ECA Approval #3130-54MQ4X.

Landfill Map 2016

LANDFILL LOCATION

The West Nipissing Landfill is located at:

West Nipissing Landfill Site (formerly L. B. Landfill)
Lots 8 and 9 (east third), Concession 2
(And Part 1 on Reference Plan 36R-8658)
Geographic Township of Pedley, District of Nipissing
West Nipissing Municipality, Ontario P0H 2G0

APPROVED USES

The Amended ECA is for the continued use of the existing (8.5 hectares) and northeast expansion (5.2 hectares) of the Landfill Site to be used for land filling solid non-hazardous municipal waste as defined under Ontario Regulation 347, and including wastes generated by residential, commercial, institutional and industrial sectors and contaminated fill.

TERMS AND CONDITIONS

Under the terms and conditions of the Amended ECA, the Corporation of the Municipality of West Nipissing is providing an Annual Notice of Consideration to the public to establish, maintain and participate in a Public Liaison Committee (PLC) for the Landfill Site. PLC is defined by the Amended ECA, as established for the Landfill Site, pursuant to the Order of the Minister of the Environment under Section 9 of the Environmental Assessment Act to serve as a forum (or local focal point) for dissemination, review and exchange of information. It would also include information relevant to the monitoring of the Landfill operations, as well as maintenance, complaint resolution, and new approvals or amendments to existing approvals related to current operations.

PUBLIC RESPONSE & ANNUAL COMPLIANCE REPORTS

Under the Amended ECA, a thorough Annual Compliance Report must be prepared by a qualified professional and submitted to the MOE District Manager with copies to MOE Regional Director. The Annual Compliance Report, and any public comments received, with the exception of personal information will become part of the public record in accordance with the Freedom of Information and Protection of Privacy Act, R.S.O., 1990, c.F.31.

Should there be no response or request by the public to establish such a PLC, the need for the PLC will be re-reviewed annually. As required observance with the Amended ECA, the report will include this notice, to demonstrate transparency in public opportunity to request a PLC for the Landfill Site. In the District of Nipissing, the French Language Services Act guarantees Ontario government services in French, hence, this notice will also be locally published in French.

30 - DAY COMMENT PERIOD

The Municipality of West Nipissing is interested in hearing your comments on establishing or participating in a PLC for the Landfill Site. Please provide your feedback within the 30-day comment period from  Friday February 17th, 2017 to Monday March 20th, 2017.

Dangerous Ice Conditions on Lake Nipissing

For immediate release

GATINEAU, Quebec, January 27, 2016 – Public Services and Procurement Canada (PSPC) wishes to advise the public to exercise caution near the shorelines, lakes and rivers in the Lake Nipissing area as ice may be unstable. Dangerous conditions exist due to ice formation combined with high water levels on Lake Nipissing.

Furthermore, PSPC would like to remind residents in the watershed that the current run-off flows are cold and fast moving. Streams and lakes should be avoided.

PSPC will continue to monitor weather forecasts, river flows and water levels. For more detailed information on water level and flow in this area, please visit our Water Level and Flow Information webpage.

This notice will remain in effect until conditions change.
